It's nothing to do with ebay, it's a cashback company that charges a monthly subscription. 

You'd have to spend an awful lot of money to make any cashback.

There are other cashback sites that are free if you Google them.

You have to pay a monthly fee for the privilege of saving money. If you spend no money you are still giving money away each month.
