closing account is being made impossible i have spent a week trying and have met all ebays needs

It can take months you have recent Sales. Ebay will need you to deal with any Returns Cases or Charge Backs. Totally different with PayPal they are a Payment Processor. They don't Sell anything.

there are no return cases ,there isnt any subscriptions, i have paid ebay
balance and by the admission of their own senior employees there is no
reason why i cant close account requirements have been met and allotted
time has passed

If you have had recent sales transactions,  your account will not fully close for 6 months,  in case of Paypal refunds which may need to be managed.

The closing of an account can be started,  but does take a while to finalise.

i have spoken with ebay and they agree i have met their requirements but i
still cant close account .also its not just me i know someone else with
same problem .closing paypal took me 90 seconds but ive spent hours talking
to ebay in last week and got nowhere!!! in my experience closing an account
is so much harder than opening one

Yep that's true there can be stumbling blocks to finalise that closure!

i just dont get it. ive done all that they asked and can no longer list or
buy anything which is fine as i have no intention of doing either ever
again after this horrible experience ,they have nothing to gain by being
awkward , im just an elderly man who can no longer manage ebay

your last sale was at the end of May, so you will have to wait a bit longer before they'll let you close your account completely.
