If you had completed the requirements when first asked it should have been easy. There is more to it than adding a bank account, ebay has to confirm that you are the Bank account Owner, otherwise you could sell something and the money might be paid to the wrong bank account.
You also have to give a Direct Debit Authority to ebay so that any fees not covered by the balance in Mnaged Payments can be recovered from your bank account.
