cancellng an item

thanx for answering , i tried to pay for an item 4 times and i thought it was my fault so i contacted the seller and he said there was a problem with me paying him on his side so he asked me to cancel the order because he could not but i can`t and Ebay keep sending me reminders about paying but i cant cancel the order , any advice ?
