cancelling an order

I tried to buy a scooter. The scooter was supposed to come from Blackpool. I paid immediately after the auction with Pay Pal. 10 days later the seller has made no contact and the payment has not been claimed from Pay Pal and it also turns out the seller is not in blackpool but in China. I sent email asking about what was going on and recieved no contact at all. I have had trouble with another scooter recently and now I am nervous. After no reply I cancelled the payment in Pay Pal. Now 12 days and I am being reminded by ebay to pay for the item. I cannot speak to them because I am on a mobile in Caribbean. I can't  contact anyone except the seller who makes no reply. I am so fed up with ebay. I have bought thousands of items but recently there are difficult sellers operating and lots of problems many sellers are pretending to be ordinary people and are traders not opperating legally. Ebay does not want to sort out the problems and cannot be contacted without phone calls. I cannot enter my number for call bqck as it will not allow this and I just go round in circles. I am worried the seller is up to no good like the last one and if I don't do something then I will have a problem. What can I do?
