buyer not confirming delivery

A buyer has signed for goods I have sent, but despite my messaging them, they will not confime receipt of goods.

This is holding up my ebay monies. Can I take any action.

Buyer does not have to confirm, that would achieve nothing. Ebay goes by TRACKING, if you have not entered tracking on the item  when you marked as dispatched, then ebay will not know and you will have to wait 21 days.
