Bought an item, local collection. Paid with paypal.
After 3 emails asking for address and when I could collect the Seller finnaly replied claiming that the item was damaged over the weekend (which would have been before the listing ended), and so can't sell it to me. They would cancel it and give me a refund.
Surprisingly, no refund.
It doesn't seem obvious how to contact ebay or how to get my money back. When I try navigate their help menu it always ends up with "wait for item to arrive".
What's the best course of action in this scenario?

As you have already paid, I take it you paid through eBay's checkout. Items sold for collection are covered provided you paid by a qualifying method: by credit or debit card, PayPal or PayPal credit, or Apple Pay or Google Pay.
If the seller hasn't made the item available for collection after 7 days you can open a case through the resolution centre. I assume that this wasn't a motor vehicle, which would not be covered.
