ebay keep adding best offer on my listing without me knowing. Is there a way to "block" the best offer option

This is the new 'enhancement' eBay have introduced for some sellers. When you list use the advanced listing tool, top right of the page after you select Sell. That way you can de select the best Offer option. The jury is still out whether eBay can still, at a later date, add the BO.
Be aware many promotions for free listings, have new T & C's, one is that you need to add a best Offer to comply with that promo. If you delist the BO from your listings , you may be cancelling any promotion, and be charged 35p per listing. Check the T & C's of any promotion you have activated and is in use.
