Why on earth don't people do UPIs any more?

Hello all. 

I've just been idly browsing a particular member's feedback score (as you do) and this person has managed to leave roughly 50 out of 200 negatives for sellers.

Nearly all of them call them things like "worst seller ever! Avoid!" and the seller has followed the feedback up with "Buyer never paid".

A couple of them were thinly disguised profanities which they had somehow managed to get away with.

This person is running roughshod over people's feedback and not one of them has done anything about it! I had to stop reading eventually because I was getting so cross.

Why don't people  read up on what to do in these situations?

How come they don't just open a UPI to  get their fees back?

Why are they seemingly happy to accept negatives and to seemingly enjoy having very public slanging  matches with other ebayers?
