Hi, 

I bought a toilet seat on eBay in May 2021 and pay by card, the tiem get delivery.

later, there is an HM duty and VAT invoice for the same amount, the invoice stated that the date in March 2021,  Do you know what happened?

This likes a scam and I pay for both invoices.

It's unlikely to be a scam. Without knowing what you bought, whether the item was imported or the seller is based in another country, and whether or not it was sent using eBay's global shipping programme, it's impossible to suggest exactly what may have happened.
