Why is eBay NOT preventing Fraud ??

I have reported on many occasions.
A fraudulent ebayer who posts adds of items they do not own. This is with a link to talk directly to them away from eBay. 
They post hundreds of Scam adds in one go. ( usually weekends )
I have report them to eBay. I have talked to customer service on several occasions for over a year now, and have suggested a fraud or Scam option on there Report an item. But they have not provided this. 
you still have to read through 3 drop down boxes to get their best option. 
It should be simple to do. ?

and eBay should then act immediately rather than the several days it takes at the moment:(.

If it's taking several days,  then that's the time eBay take to investigate the claim,  they don 't want to remove a seller's account on sometimes a claim from a disgruntld buyer or a competitor,  so time is taken to investigate,  there are 25 million sellers on eBay,  it's massive,  everything takes time.

 

However,  I do agree that sometimes reporting and nothing is done,    or somehow the scammers find another route to open a new account which is somehow,  goodness knows how,  not connected to their original account,  now that is frustrating.
