Why is VAT now being added to purchase price when it was always included in purchase price

This is the first time I have come across this...bough an item at £9 then VAT was added to the £9 when did this change??  Any one fill me in on the change. Thanks

It changed from 1st January 2021

Any sales where either the item or the seller is registered overseas now have VAT applied at point of sale for items priced upto £135,anything over this amount will have VAT and any other duties applied on import + carrier fees.
