Who initiates a return?

Hi there

Sent a small low price item to a buyer and they messaged to say they wanted a refund as the item was dirty/covered in rust/glue....It certainly wasn’t when I sent it. Anyway, I’m happy to accept a return and refund in full, and I messaged seller to ask them to initiate a return. I’ve heard nothing for 2 days now....should I message again or is there a way I can start a return? I have 100% feedback and have been selling for years with no issues, never had an item returned. I know it would be easier to just refund the buyer, but I have a feeling that they are maybe trying to get the item for nothing..... Why would I send a dirty/damaged item not as described? It doesn’t benefit me at all to do that.

The buyer needs to open a not as described case through which you can simply refund without return
