When paying for order it palce two orders and one of them is scammed money

Hello, I have this serious issue, most likely some kind of hack,

I bought Item, paid for it, checked my bank billance and was suprissed that it took of extra 22.2EUR on hold for my bank account.

The false uneeded order was made same minute as mine order.

Here is bank details of what I bought :

PIRKUMS 4205734700942708 07.01.17 23:36 83.99 EUR (981386) PAYPAL *SOUNDVISION 35314369001 GB 83.99

And here is something I absolutely want to get my mobey back for:

WHAT I DID -> I did check Adresses -> still mine

                      - >Changed password, to much stronger password

Anyone pelase, help, how should I approach this situation ?

You've not been hacked.

You've bought an item from an international seller who is opted in to eBay's Global Shipping Programme. 

The Pitney Bowes payment is for the shipping, it goes straight to the GSP shipping company who are called Pitney Bowes.
