What to do about scalpers?

What can you do if you suspect someone of scalping? I notice in ebays own T&Cs that scalping is technically prohibited. But there's no options of reporting them and ebay seem to take no action or show no interest in slowing or stopping the practice of scalping.

Is this something that would need referring to consumer rights groups for a legal challenge?

Why can't you use te"REPORT "link which is on the right side of EVERY LISTING. Don't expect miracles though, very rarely do you see anything happen to the seller.

I doubt that legal action would get anywhere.

I think you need to define what you think is Scalping and whether it is illegal or just unethical.
