Can anybody give advice when a seller does not replyand give refund after item has been returned.
OP ! Please come back and tell us what this item was, everything bar very few items, cars , motorcycles for example, are covered under eBay's 30 day MBG.
Who told it wasn't? The seller ? They are lying? eBay CS ? They often spout out nonsense.
If the item was returned as you say for item not as described, you just open a case for this, and for a return you can escalate after 48 hours, eBay then step in and fully refund you.

AAAAHHHH had you said that in the first place it would have solved the problem!
eBay are removing hundreds of thousands of Covid 19 related items, like yours because in the past many sellers were profiteering from this crisis with exorbitant pricings.
Now, only registered businesses can sell them.
So what you have to do now is to claim with Paypal not eBay.
Log into your PP account, on the left select Resolve a problem, open the relevant case , and enter that eBay have removed the item from their site. Ignore that it says go back to eBay scroll past all that, and stick with the Paypal case.
Escalate within 20 days for a full refund. @rspi9309
