What do I do if seller has sent me out wrong product
Have you explored the tools that eBay and PayPal give you?

One or other of those almost always result in a full refund if you use them properly and follow the instructions to the letter.
It is important to use the tools in the order I have given, eBay first, then if that fails, PayPal.
If you open a PayPal case and it fails for whatever reason you cannot then open an eBay case.

Escalate the case a few days later for Ebay to step in if necessary.
