Hi not done this before but am sick of being told to wait I bought some balloons with flowers in February this year when they arrived the balloons are tiny so I wrote to the buyer and came to a situation where they would post me bigger balloons this was in April and ever since I've still not received them I message them and all they say is please wait I've told them I want a refund but all they say is wait I paid £42 for these balloons that are no good to me I just don't know what to do help is needed
Why did you leave it so long? If they were not as described, all you had to do was to open a case under eBay's 30 day money back guarantee. The seller would even have been required to send you a pre[aid return label. It's far too late now.

Unlike eBay, PayPal requires the buyer to pay for the return postage, unless you first register for their (free) "Return shipping on us" service, see: https://www.paypal.com/uk/webapps/mpp/refunded-returns
