It isn't clear whether you have cancelled these sales or whether your buyers didn't pay.
If you cancelled the sales any refund of fees, and whether you get a defect on your account, will depend upon how and why you cancelled them.
If you're saying that your buyers didn't pay you need to open unpaid item cases to get your final value fee returned. You can open a case any time between 2 and 32 days after the listing ends, and close it after four days if they haven't paid. For details, see: http://pages.ebay.co.uk/help/sell/unpaid-items.html
Complete an unpaid item case against the non payer which you can open from 2 days after close of sale and close it 4 full days later so they get a strike on their account.
Set your buyer requirements to block bidders with 2 or more unpaid item strikes in a 12 month period.
If you prefer you can send a cancellation citing ''buyer wishes to cancel' instead.
