No, you aren't right.
If you buy from a large UK seller who is VAT registered then any VAT goes to HMRC. If the seller is in another country then any taxes due will be paid by them wherever they live.
Sellers on ebay UK pay VAT on their ebay fees, only that VAT is paid in Luxemburg and is nothing to do wih buying
