Listing fee is NOT refundable.
Selling Fee is refundable but all depends on how you cancelled and the reason used. If cancelled using reason "Buyers Request" selling fee will be refunded. If after 4 days you cancelled as "Buyer Did Not Pay" fee is refunded.
I am afraid that when you cancelled ebay would have told you if it qualified for a refund, it was up to you to read their response to the cancellation. As I said it all depends on the reason you used.
