What unexpected costs? Sellers can't add extra costs after the sale has ended - unless you agree to this, when they can send you a revised invoice. Or even send them a personal PayPal payment. If you're referring to VAT, eBay is now collecting this on some sales on behalf of HMRC, but this has nothing to do with the seller.
