If his feedback says he has done it a lot, then there must be lots of stupid sellers who think that leaving false positive feedback and losing their seller fees,and adding a nice positive to his feedback score, is better than taking the correct steps to get him banned from bidding.
Open an unpaid item dispute in the resolution centre. Go back and close it after 4 complete days. Your selling fee will be refunded and the buyer will get a non payment strike. He is only allowed one. If he already has one, or gets another he wll be banned from bidding for 12 months.
If those other sellers had done this, he would not have been able to bid on your item in the first place.
Unfortunately, the £10 listing fee and any upgrades you may have used are non refundable. Add his ID to your personal blocked bidder list.
