Without first having a tester sample, it's impossible to tell what kind of silver paint you're buying online, this is one of the risks if you're not familar with that product.

As regards the smell, many paints do have a strong smell, that's not indicative of it being toxic.

It does say on the tin that it's to be used in a well ventilated area, and to clean brushes in brush cleaner so it's clearly not a water based product, but a solvent based one.

Hi I did stir it very well and it's very thin  watery and dull. Like grey

Still not satisfied as its no where near bright silver as it says on the  tin its nothing like bright silver  it is  a dark full colour like s grey colour thank you

You need to read and use eBay's money back guarantee, see: https://pages.ebay.co.uk/ebay-money-back-guarantee/

You can open a return case.  Select "I received an item that does not match the seller's description" on here:

https://resolutioncentre.ebay.co.uk/

and if necessary escalate it to eBay after 3 working days.
