Temporary buying restriction

I tried to make an offer and later make a bid on an item. All I got was this message: "You've reached a temporary buying restriction. You can only buy items where you can pay immediately at checkout". I don't know what this means. I've never had a problem buying in the past. I've not received any message or notification from ebay about this. I tried messaging the seller but have had no reply. Can anyone help please?

You can get buying restrictions lifted by phoning eBay and following their steps to verify your account whilst you're on the phone to them.

It takes around three minutes, use the help and contact us tab at the top of the page and scroll down then select either call me back or call us.

Immediate removal of buying restrictions requires a verified PayPal account - this ID had one when I first opened it to post here.
