Suspicious request

A buyer has asked me to ship to Slovakia and he has very little activity as a buyer 1 purchase in 9 months 6 in all history since 2009 . His eBay account is a in USA not Slovakia. Should I redact my offer to ship to Slovakia and block his offers on my live auctions as if I ship to him and he is a scammer I won’t have any protection and the shipping will cost me money for 21 days as I aypal hold the funds ?
Any advice will be very welcome

Only ship to an address which is on his Paypal.  I certainly would not ship to Slovakia as I have absolutely no idea as to its postal service, its society and - I confess - I would have to lookup where it is!

Part of former Czechoslovak in Central Europe . Just the bidder having an eBay account in USA but wanting me to ship to Slovakia is odd . I think your advice is sound and I will contact the bidder to explain why I don’t want to accept his bids or offers on the item . Cheers
