If you explained properly it would help. We are not bay we are members like you. 

Money for new sellers is not released on DISPATCH. It is Tracked Proof of delivery that gets money released early.

I suggest you enter HOLD in Help & Contact and read about it.

Speaking to ebay will not change any rules and you can find out the system by using what I said above. Most things can be found out that way. There is a vast amount of information avalable but you have to find it for yourself.

If you are the seller on managed payments ebay take the payment and

take of their fees and then but the money in the seller bank account

It can take a few days
