Your item is sold to them, and you have paid an immediate seller fee. You need to retrieve that, and close that transaction fully, before offering to second highest bidder.
You have two choices, you either send a cancellation request go More Actions >. Cancel this Order >> Buyer Requests to cancel. Here though, they have to accept the request, if they ignore it, you have to wait a full 10 days to close it yourself to get seller fee refunded and to be able to relist.
Or, after 48 hours open an unpaid item case in the Resolution Centre, link at foot of most pages, close on day 5, seller fee refunded, buyer here gets a strike on their account, they are only allowed one then you can offer to second highest bidder.
Either way, this person has wrecked your sale.
You can't until you have closed down the First Sale. Open an Unpaid Item Case in the Resolution Centre after 2 days. Close on day 5. Your Final Value Fees will be Credited back to your Seller Account. The Non Payer will receive a Damaging Defect on their Account. 2 of those in 12 months and they will find it very difficult to Buy on here again. As most Sellers Block Buyers with 2 or more Strikes in 12 months.
