So I ordered an item, I put in a price, then about a day after my order the price of the item online shoots up. I sit there and grin 'cos I got in early, then my delivery time went through the roof, from a week to a month. When the day over hits and it hasn't arrived I ask for a refund. I get it (I'm happy about that, but less happy I'm now dealing with a much higher price).
Then I discover I can't leave feedback on the supplier of the item. I was refunded the money.
So what is to stop a person selling an item, getting a better offer and then selling it to them and just refunding the other person...
More importantly what is to stop me selling 100 iphone 12s for £499 (they are currently a £699 phone) with a thirty day (or more) delivery, banking it in a 30 day high interest account, getting the interest on the 100 phones I've sold and returning the money.
What should stop me is bad ratings, but I can't give feedback on this sort of scheme because I can't give feedback if money is returned.
Go to your own feedback page & use the feedback link on there,
if it was top rated seller, you have to wait 7 days before leaving a negative.
Do not mention, refund or ebay, something like this is fine,
"Won & paid for item, seller did not honour"

To add to tobias' correct answer, when you do find that correct portal to leave feedback, you'll be pleased to know now you can now, almost write a novel for your response.
