Shill bidding

If a bidder has 100% activity with a seller is this suspicious I.e. Shill bidding

On its own it means nothing - for example, the bidder might be only bidding on one item at the time.

100% can be 1 bid or it can be 100, makes a lot of difference. If the bidder has bid on 100 items all from the same seller, sounds very like Shill Bidding, but Ebay rarely act, as for a start it makes more money for them. Is the bidder always the Underbidder or do they sometimes win?
