Not exactly.
If you list a car for sale and it doesn't sell you're still charged the £10 listing fee.
If you list anything for sale and add a reserve price and/or a Buy It Now price and the item doesn't sell you're still charged the listing fees for those extras.
If your listing ends with a winning bidder the final selling fee is charged to your account as soon as the listing ends. If the buyer doesn't pay you have to open a case to claim a refund of the selling fee.
