Selling cutlery

I listed a cutlery set - lots of watchers but didn't sell.  Then a potential bidder messaged me to say he had tried to bid but was stopped because of  'Stringent Rules' on knives.

I wasn't prevented from listing it - so what exactly is the problem.  If it can't be purchased  why was I allowed to list it?

Bidders need to have a credit card on file to prove they are over 18 to buy anything involving knives, which includes cutlery.

Thanks, I've looked into it a bit more closely since my post and have suggested this to my potential buyer. ( I would have thought that the majority of buyers use Paypal these days and I'd expect him to have a card registered). I have relisted the cutlery and will try again!
