Sellers pretending to be British supplier

Why are sellers being allowed to pretend to be british suppliers when all they do is pass order on to china and take 7-10 days to send an item to scotland

Ebay dont allow it and have a policy for mis representation of address

If you dont get an item in the time on the listing then open a not received one day after the latest estimated day of delivery and escalate a full three days later to get you r money back

If it then arrives you either repay or ask them to send a pre paid label for the return of the item (to the UK address)

I was looking for part for my car I noticed a seller with union jack slightly dearer but quicker delivery after committing to buy date changed by 6 days due delivery friday fingers crossed thanks for quick response now know my rights
