Sellers only sending half of the order

Can anyone tell me how to get ebay to step in and help with a buyer that supplys only half of an order then offers a discount to me to keep the half that was sent. The ebay seller is still selling the goods but refusing to fulfill the order.

If they are separate items but purchased in one transaction select "I received an item that does not match the seller's description" on here:

https://resolutioncentre.ebay.co.uk/

and escalate it to eBay after 3 working days.

If the seller is in the UK eBay will require them to issue a paid-for return postage label for you to use. And they will enforce the refund after the item has been sent back.
