I need to return an item to a seller (business seller). He says he'll still have to pay ebay fees of 15% plus postage. Is this correct?
f you simply return it - yes he will!
If you - as you should - open a case with eBay in the resolution centre [below] then he will get a fee credit. Must be within 30 days.
Please remember that if an item is faulty or not as described it's a "not as described case" and he wil send a label for postage otherwise it's a "return" [Change of mind for example] and you pay postage
Do not discuss this with the seller just open a case
You don't say why you are returning as it does affect what it costs the seller. A return the buyer pays return postage but NOT AS DESCRIBED the seller has to pay.
So long as the seller deals with the case and refunds on return, he gets the selling fee, all but a fixed 30p, refunded.
That means either he doesn't know what happens with fee refunds or he is lieing, or he never refunds unless ebay forces it then he gets no refund of fees.
Aseller who knows so little about the system is best avoided.
