Seller won't sell to buyers that don't meet their requirements.??

i have not signed in in a long while due to being busy and having little income thus little use for ebay.

now on again i have a -Seller won't sell to buyers that don't meet their requirements- thing popping up on my basket having put in a few items from a place i used to buy from regularly

i dont understand why this is as have no recolection of ever doing any wrong on here outside of deleting things i thought i would purchase but leter decided not too.

is this enough of an issue to not sell to me...this being maybe a year or more since buying from them.
