Seller won't refund postage

How do i stand if Seller requested higher cost tracked postage, said they would pay cost then doesn't.

Item was not as described - a different item, also found out he does this constantly.

Open a not as described case to get a full refund. Seller will have to provide a Reply Paid Label 

If you did make a separate payment to cover the extra postage it will not be covered by the money back guarantee.
