Seller refuses to give contact details

Hi Everybody,

I've never experienced anything like this...

I won an auction (pick-up only) and the seller now refuses to give me any contact details to pick up the goods until they have money in their bank account. They're a new member with feedback for just one previous purchase. They forwarded a PayPal/eBay transaction confirmation which clearly states that the money will be with-held for 24 hours after the buyer picks up the goods.

This person's written English is very poor and while I suspect the reluctance to let me have the goods is because they wanted more money for it and they're being dishonest, I can't prove that it's not just their poor English.

I called eBay and the person I eventually managed to get hold of spoke excrable English and just transferred me back to the help-line.
In short, I'm being stonewalled by both sides.
Does anybody have any advice on how I either get the goods or get my money back asap please?

Open a case for non-receipt as soon as you are able in the resolution centre and escalate for a refund after 3 full business days.  Cash is always best for a collection item when you have seen the good and approved it
