Seller refunded immediately - didn't get enough?

Item won and paid for. Seller refunded money saying item was no longer for sale. On checking feedback she's done this three times before. I've left her negative feedback but can she be reported?

It is not good ebaying but you can not force them to sell

You have left feedback which goes against their account too many and they could be removed from ebay

They will also have picked up a defect on their account if they just cancelled without your agreement

If the seller sends cancellation request then you can decline it and they are left with the final value fees
