Seller never wants to send to me the item.

I ordered an items on 10/6, expected was 07 July - 21 July , but I still haven't get the order,I am asking the seller , but  the seller is making excuses Daley it again and again. 
all I don't want to refund, I only need the order indeed. 
eBay can do anything to kind of  dishonest seller?

You cannot force a seller to send an item,  you do have to accerpt a full refund here,  and buy this item from a more honest seller.

Accept no more excuses or promises for delivery or you will time yourself out,  and lose the item and the money.

Open a case now for item not received in the Resolution Centre and escalate on day 4 if not refunded beforehand.
