Seller didn’t post item and won’t refund me

Hi I seem to be stuck in a loop.  I tried to cancel an item and the seller said he had payed the item.  

I then opened a return and he then said he hadn't posted it and won't refund me.  He then became a suite in messages and I've reported him.  

I then cancelled the return as he said he hadn't posted it and then I am finding I can't get a refund - the car is closed and I can't do anything to contact eBay as it says a case is open when I go to the resolution centre and I'm stuck in a loop as it says it's been closed - any advice appreciated - if I try to r one a case it won't let me

Right,you have mucked this up from the start by openinga return case for something you haven't received and have no way of returning.

You have cancelled the eBay case and as you only get one chance with eBay there is no more you can do via them.

However you can open a case with PayPal but you must make sure you open an Item Not Received case and escalate it with Paypal after 2 days and before 20 days,this is your final chance for a refund.

Thanks that’s really helpful - the problem is i Paid with a credit card not PayPal so can I contact my credit card company for refund ? Thanks for your help
