Seller decided he didn't get enough for item so says he won't sell even though Ive won item

I have won an item on ebay they had set a start price but no reserve  I have won the item and the seller is saying its not enough money and wants 3 times the price -

If you decide to Pay the cost you won the Item for and you don't Receive your Purchase. You can Open an EBay Case one day after the last Estimated Delivery Date for Item Not Received.
