Seller closed account

Hi
I purchased one item which states free return. The item was not working as it should seller promised to give refund but weeks after I still haven't got refund then when I chased on messages, only realized seller has closed account and ran away ! Can ebay help in such situation?

EBay will have Closed down the Account and banned the Seller. You have 180 days Buyer Protection with PayPal. Log in and find Resolve a Problem down the left hand side. Open a Case for Item Not As Described. Escalate the Case after 2 days but before 20 days. Add in the Notes that Ebay have Removed the Seller.
