Seller cannot refund me. Says ebay software blocking transaction.

Hi, 

  Seller cannot refund me. Says ebay software blocking transaction.  I have tried to contact an ebay representative several times but they are never available.  Is there a way I can send an email or enter into chat with rep of ebay.    The seller says   "  hi - steve I tried to refund but it does not give me the option anywhere because the funds are hold due to the return request - see screenshot attached - perhaps you could have a look from your side  "        The photo is not visible to me.

I take it that you have opened a return request, through the resolution centre? Or did you open a money back guarantee case? Or did you ask the seller to send you a cancelaltion request?

 

It's complicated to advise you without knowing what procedure you have followed. Whatever it is, just continue with it in the usual way. All refunds are made through eBay's resolution centre. If a seller can't or won't refund you, eBay will. Where a seller's funds have been held, they are available to refund you - which is why they were held in the first place!

 

A cancellation request or money back guarantee case should produce your refund almost automatically, provided you follow the process. A return request is less clear cut; unless this seller's returns policy to accept returns, they can refuse it. If they do accept returns, but refuse to do so, the request can be converted into a money back guarantee case.
