Seller cancels sale and relists at a higher price

What do you think guys?

Bought and paid for an item, but a few days later received a refund with the message "sorry, was selling on behalf of a friend, but she has sold it privately". 

All fine, but the same seller has now relisted it on ebay with a higher starting price.

Never answered my messages. I cannot leave feedback as she has refunded.

How did they refund you?  If a cancellation request citing buyer requests to cancel this refunds their seller fee and does not damage their account.

You can contact eBay Customer Services deny you gave permission for the cancellation they will impose a seller fee,  and give them a damaging defect on their account.  It doesn't take too many defects to boot a seller off eBay.  eBay do not like unhappy buyers.
