Seller cancelled order after I paid, relisted the item for a higher price and has not refunded me

I bought a bundle a few days back but after I had paid  the seller cancelled the order, the seller told me that the item was damaged and that they would refund me. Its been 3 days and the seller still hasnt given me my refund they are claiming that they cannot access their Paypal account. The seller originally said they would refund me yesterday morning but never did and when I mentioned that I would have to talk to ebay the seller stated that they have until the 6th to refund me and that they would send me my refund in 2 days.

The kicker in all this is that the seller listed and sold the item for nearly double what I paid for the whole bundle

So I'm writing here to ask what I should do in this situation, thanks.

You cant force them to sell but if they cancelled the order without your agreement then they may be paying the fees

If they cancelled saying you requested it then report to ebay

If it is past the  latest estimated day of delivery then open a not received dispute

What is the latest estimated day of delivery on the listing

If you have not recieved your item and it is past the latest estimated day of delivery on the item description
then you can open a not recieved dispute one day after the latest estimated day of delivery on the listing.
You can do that at the bottom of the page under Resolution Centre

Escalate it too ebay after 3 full days

You have 30 days from  the latest estimated day of delivery on the item description to open a dispute

You are also covered by the paypal money back gurantee so if you fail for any reason on ebay then open a dispute in papal
You have 180 days to open the dispute on paypal
Open the dispute and escalate it as soon as you can but within 20 days

When it is all sorted out then you have feedback to leave

Do not mention ebay or dispute
