Presumably you really mean "won't" give refund! Do not try to communicate with them.
Only UK business selelrs need to give "refunds" which are for "change of mind" or "does not fit". All sellers must deal with "not as described"
In either case you simply go - within 30 days - to the resolution centre [link below] and open a "not as described" case and the seller will send a label to return the item and refund when you do. If not then you "escalate" the case to eBay after 7 full days. The same goes for a business return but you pay postage.
