Seller can't accept PayPal payments

I've recently won an item and the seller is having issues accepting PayPal payments. I've contacted them several times and they've replied saying that they're trying to resolve the issue. The item was supposed to be an Xmas present but that's not going to happen now, where do I stand and what do I do?

Do not be tempted to pay any other way, this MAY be seller trying to scam you, as you only have ebay protection when paying via paypal.

Seller needs to sort themselves or you find another seller.
