Seller agreed to a price via messaging but refuses to sell it to me?

An item listed for £160 was agreed to be sold for £120 entrting into a contract with me via messages - but seller won't honor the price and I noticed she then listed immediately on another accout with the same pictures but marked as 'new without tags' instead of 'used' as per the orginal item - I have tried to call ebay to report this but the phone number is no longer calid - who can I report this scam to?

you can't enter into a 'contract' through ebay messages

sellers don't have to continue with deals made through messages, in fact, ebay would give them a defect if they did!

there is no 'scam' and there is nothing to report,

the seller did not have to sell the item to you

I literally have emails fromt he seller telling me to buy it at said price and they would refund me the difference - which is literally against the TOS of eBay
