my account is restricted and I have no idea why. I cannot find any email from ebay telling me that my account has been restricted, the reason why or how to resolve the issue. Any advice.

You will need to call eBay Customer Support, they may not go into depth about the restriction, but if you explain that the email is lost and for them just to give you the reason why it is restricted, and if it is a timed restriction , or a permanent one.
To contact eBay Customer Support type in Advanced Search in the Help & Contact tab top of your eBay page , and scroll down to bottom of that page, there should be two options for contact, Chat with Us, and Have Us Call you. Both will give an approximate waiting time too.
Lines open today between 8 a.m. and 10 pm.
